Philly Bike Action!

Demand a Safer West Market Street!

Sign the petition for safer infrastructure on West Market Street to prevent more deadly crashes!

On November 20, 2025, Meaza Brown, age 48, was crossing the intersection of Market St. at 33rd St. with three of her co-workers when she was struck, launched several hundred feet, and killed by a speeding driver who remains at large. A week later, on Thanksgiving Day, November 27, 41-year-old Rosa Mar Espinosa Rodas was walking north on 36th St. on her lunch break. As she crossed Market St, a speeding driver hit and killed her before continuing down Market, hitting another vehicle, and fleeing on foot.

Market Street is one of Philly's most dangerous roads.

These tragedies add to the more than 139 documented crashes that have occurred on Market St. between 38th St. and the Schuylkill River between 2020 and 2024. 35% of these documented crashes have involved pedestrians and cyclists, and many have resulted in fatalities or serious injuries. The corridor has also been on the High Injury Network for years as one of the 12% of roads that make up 80% of the deaths and serious injuries in Philadelphia. These crashes are preventable by redesigning streets to reduce speeding and remove unnecessary conflict areas between road users.

Sign The Petition!

Join us by signing this petition and demanding that city and state leaders implement the following changes:

Immediately…

  1. Add speed cushions throughout the corridor to reduce the frequent speeding that takes place.
  2. Add leading pedestrian intervals to all intersections in the highlighted corridor to reduce conflicts between cars and crossing pedestrians.
  3. Harden the median where it exists with temporary features such as plastic bollards or blocks to effectively reduce the road width and lower vehicle speeds.
  4. Add Flex-Post Protection to the existing bike lane in the current no-stopping zones to reduce conflict between cyclists and cars.
  5. Reduce the speed limit from 30 mph to 25 mph.

Begin drafting plans for concrete, long-term solutions such as:

  1. Institute a road diet between 38th St. and the Schuylkill River.
  2. Build a concrete median filled with greenery throughout the corridor where applicable.
  3. Construct a two-way, concrete protected cycle-path throughout the corridor to connect to the Market St. bridge rehabilitation project.

Market Street sees 12,000 pedestrians and 2,500 bike trips a day, many are students.

This corridor of Market St. experiences high volumes of pedestrians and cyclists, being a crucial connector between Drexel University, the University of Pennsylvania, CHOP Primary Care Centers, Powel Elementary, SLA Middle School, 30th St. Station, the Market-Frankford Line, 5 trolley lines, and 5 bus routes. On weekdays, the corridor sees over 12,000 pedestrians and 2,500 bike trips per day. Almost all Drexel students also must cross Market Street daily as they come from the residential buildings on the north side to the academic and business buildings on the south side.

Dozens of drivers are going a speed that would kill a pedestrian in 85% of collisions.

Philly Bike Action volunteers visited the corridor between 36th and 34th Streets, a block with major speeding issues, and recorded vehicle speeds. In under one hour of recording on a Sunday afternoon, vehicles were seen travelling at a top speed of 52 miles an hour, with dozens travelling at 40 mph or higher. If a pedestrian is struck by a car at 40 mph, there is a 85% chance it will result in a fatality. The tens of thousands of workers, students, and families that travel this corridor deserve dignity and safety. Decision makers must act now before tragedy strikes again.

"On a daily basis drivers are on this road with excessive speed and dangerous lane changes exacerbated by double parked delivery vehicles and other. I want to drop my daughter off at school without worrying about being hit or worse"

"I am frequently in the 30th st station area. The Market st side is a deathtrap whether youre on foot, bike, or even driving. Less lanes and better entrances to 30th st station that are more clearly designated would make the area safer for everyone."

"As a student who crosses Market on the way to school, it’s scary to see the amount of speed in drivers and recklessness crossing Market. This street needs infrastructure that makes it so drivers, cyclists, and pedestrians are safe. Two deaths in two weeks without anything done to address the road safety situation is negligent and unacceptable."

-Kaitlin T. 1 day, 17 hours ago

"Market street east of 46th st, is an extremely dangerous place to be, as a pedestrian and cyclist. The wide road allows for high speeds, and fast turns meaning crosswalk are like playing flogged. The bike lane is a joke, no protection from high speed traffic, and everyone parks in it. Road diet now!"

"As a former drexel student I remember joking with friends that when a car eventually hits us on Market street (since close calls are so regular) that it would atleast pay our tuition. Those jokes seem a lot less funny now. This stretch of road has been a known threat to the saftey of thousands of students and faculty for decades. It's time to impliment known solutions to make our streets safer."

-Ian W. 4 days, 11 hours ago

"This is a huge public safety issue for Philly and Pennsylvania. I want my family to be able to get around the neighborhood and the city on foot or on bikes with confidence that the streets are safe. The community doesn't have that safety now, and PA and Philly need to level up on traffic safety. Being hit is a realistic fear and it's seriously worse than comparable places. I support every item listed as part of the solutions here and will look for officials who move this agenda forward to support."

"We need physical concrete and metal structures to protect pedestrians and cyclists from speeding reckless oversized cars in our city. Painted bike lanes are death traps. You have to but concrete or metal bollards to protect cyclist and pedestrians. Do not take away any sidewalk space. Convert road space to places where people can walk and bike freely. Think of which streets could be closed entirely to any regular traffic. Create dead ends for cars but not pedestrians or cyclists, to create safer streets. Cars ruin cities, especially old ones."

"It’s time Philadelphia’s politicians started caring about the residents rather than how much money they’ll get with their seat in office. Let’s cut the septa funding forcing people to walk/bike and do nothing about the bike lanes and traffic violation enforcement. Why is it that we get parking tickets within 10 minutes of being parked but when a reckless driver speeds right around a line of traffic to run the red it’s as if the cop sitting at the intersection is blind?"

"Studies and real life scenarios have proven time and time again that protected bike lanes save lives-- we need better bike lanes, protected bike lanes, on West Market Street ( and on the rest of the city bike lanes). How many cyclist and pedestrian lives must be loss before the city takes action? How many families must wake up every morning knowing that if their elected officials had acted their loved one might still be with them? I had to push flight cases full of tech supplies across 34th x market several times, including after dark. I consider myself lucky I wasn’t run over by a crazy driver. We should really shorten the crossing distance with a curb for the bike lanes, or a hard median, or raise the crosswalks (i.e. speed bump). As a cyclist these days I simply don’t bike here. -Alex M. 2 weeks, 2 days ago

"We walk, transit, and cycle (and drive) around the city with our kids, and our kids are old enough now that they are starting to traverse the city on their own. Make West Market safer for everyone! This is the right thing to do."

-Louis T. 2 weeks, 2 days ago

"I live in West Philly, and Market St is one of our most important corridors. It is terrifying knowing that other cyclists and pedestrians have been killed on this corridor that I have crossed frequently. I worry about even doing an errand and going shopping on Drexel's campus. Market St needs to be slower."

-Rachel G. 2 weeks, 2 days ago

"In an easily walkable city with mostly narrow streets, Philly needs to be better with its protections for pedestrians and those driving non-automotive vehicles. Reducing the number of automobiles on the streets would be the ideal, but this type of infrastructure is sorely needed, and the best place to start when it comes to road safety (although it shouldn’t have to take a petition to make it happen)."

-Bob R. 2 weeks, 2 days ago

"This is a disgrace! There are too many cars speeding around town. We need more traffic cops visible on the streets to stop speeding traffic. We also need changes to the design of how Philly manages traffic. We need more bikes and better public transport."

-Carol H. 2 weeks, 2 days ago

"I am on this street almost every day on the bike with my kids taking them to Powel Elementary. Cars go way too fast by us each day. Please make this city safer for them."

-Noam O. 2 weeks, 2 days ago

"It saddens me to have to sign petitions to advocate for road safety projects that should be happening without anybody asking for them. There's been enough data for years to indicate that safety improvements are needed, so just do them and stop making us do this. I'm tired."

-Leonard B. 2 weeks, 2 days ago

"My husband, daughter and granddaughter all cross Market St daily to get to and from Upenn from 3Oth Street Station and any one of them could have suffered the fate of the 2 women who were killed by speeding drivers on Market st. They are still at risk unless more is done to protect pedestrians NOW."

"This is a high pedestrian and cyclist area. Effort must be taken immediately to slow traffic."

-Kathleen o. 2 weeks, 2 days ago

"As a resident and daily pedestrian of Philly, I have witnessed countless near-accidents on major and side streets throughout the city. Streets like Market which serve as a main thoroughfare in and out of Philly bring drivers who are not used to the rules of driving in the city, and should therefore require more thoughtful attention to its speed limit and ability to safely share the road with pedestrians and cyclists."

-Rebecca R. 2 weeks, 2 days ago

"I bike and walk here often and it is chaotic. I feel unsafe and unprotected. Please at the least install temporary flex-posts in applicable parts of the bike lane. Ultimately concrete posts are what is needed. Also, lead times for the pedestrian crossings. Getting from the 30th St. station to the Drexel Station by foot OR bike scares the willies out of me."

-Gwendolyn B. 2 weeks, 4 days ago

"As a Drexel Alumni, it's imperative that pedestrian safety is made a priority at every street crossing. As with most universities, Drexel has a lot of people that live on campus that walk or bike to their classes or places of interests. It is inexcusable that there are not safety features in place to restrict the speed of vehicles and protect pedestrians/cyclists that cross Market Street."

-Harry R. 2 weeks, 4 days ago

"It is absurd that we do not have bike lanes in every street in this city! We should certainly have better safety on the biggest streets to protect the bikers. The less cars we have, the safer and easier to navigate Philly will be, but we have to protect bikers for them to thrive and for more to join."

-Brenna S. 2 weeks, 4 days ago

"Market Street should not be built like a five-lane highway, this is insane. We don't need any more people killed here, fix it now"

-Julian B. 2 weeks, 4 days ago

"I would like to walk without fearing for my life."

-Tara O. 2 weeks, 4 days ago

"West Market, like many other streets in Philadelphia could be a vibrant, multi-modal street. however, it's treated like an inner city freeway, with cars dominating the space and traveling at high speeds. As an arterial that serves hospitals, a few universities and connects Philadelphians, West Market is hostile to anyone not using a car. We need to slow down car traffic, improve use for bikes by adding concrete protected bike lanes, widening and improving sidewalks, and protect and improve pedestrian right of ways."

-Spencer H. 2 weeks, 4 days ago

"Those involved in city planning and implementation in Philadelphia, I ask that you please take some action to keep our streets safe for Philadelphians. I live a few blocks away from the sites of the fatal collisions. I daily walk these streets with my two daughters, 2yo and 4yo. A great joy we share in this city is our ability to encounter our vibrant community on foot. We are proud to call Philadelphia our home in part because of this joy. Of course, a community like ours cannot be vibrant if its members get killed when routinely walking the neighborhood. Our community cannot be safe for kids like mine to walk to school and play with friends if cars will not slow down for them. Luckily, this isn't a difficult problem to address. We just need some simple structures in place to help cars passing through realize they are guests in a community where people live, work, and commune. Some changes have been put in place, which have brightened our community, made for more pleasant scenery for our car visitors, and also helped them understand they're in living quarters of others. I think of the recent renovations at 36th and Lancaster and 36th and Warren. Keep up the good work! We just need more of this!"

-Andrew H. 2 weeks, 5 days ago

"I completely support this petition as a resident of the 19104 zip code and as a someone who works on this section of Market St. Market west of the Schuykill is out of control in terms of drivers speeding, doing u-turns, not waiting for pedestrians, and being impatient overall. The inadequate bike infrastructure needs to be addressed as is one who has biked along it often."

-Alex Q. 2 weeks, 5 days ago

"I work near 36th & Market and saw the aftermath of the tragic hit and run of Rosa Mar Espinosa Rodas. Ms Rodas did not deserve this. She should have been able to go home to her family for Thanksgiving. Instead she passed away lying in the middle of Market Street. I ask the city to implement changes for safer street for our UCity pedestrians and bicyclists. Value our lives and honor Ms Brown's and Ms Rodas' lives."

-Karen Y. 2 weeks, 5 days ago

"I should be able to walk across my own college campus without fearing for my life. West Market St is part of daily student life, and it’s unacceptable that just crossing the street has become deadly. These deaths were preventable. -Louis B. 2 weeks, 5 days ago

"Market street is too wide open and unsafe for pedestrians to safely coexist with cars there. People should be physically and psychologically unable to speed there, not just legally disallowed"

-Ethan H. 2 weeks, 5 days ago

"The area around 30th St station is one of the two main transit hubs of the city. University City is both full of students and jobs, making it the most transit-accessible major job center in the area. It is ridiculous to prioritize lanes of car traffic over safety here, where the L and other transit can carry vastly more people at higher speeds. Fix Market St and allow the neighborhood to flourish."

-Aaron A. 2 weeks, 5 days ago

"As a Drexel alum and someone who still frequents this corridor, Market Street is unsafe for pedestrians and cyclists. Crossing distances are long, signal infrastructure is out of date and prioritizes motor vehicles, and the bicycle infrastructure offers no protection. More and more pedestrian and transit oriented development has popped up along this corridor in the last ten years, yet minimal improvements have been made to the ped and bike infrastructure in that time. Safety improvements are long overdue for this corridor."

-James S. 2 weeks, 5 days ago

"Reduce car lanes. Increase public transit funding. Widen sidewalks. Increase concrete or metal bollard protected bike lanes. Increase off street biking and pedestrian lanes. Close some roads to most cars, and open them to pedestrians and cyclists. Use physical metal or concrete bollards to separate cars from people not in cars and to protect them. Stop car violence. Cars ruin cities."

"I live right off 52nd and frequently walk on this corridor and can only imagine how much more vibrant, attractive, and pleasant it would be for residents and visitors alike if it wasn’t beset by aggressive drivers, car pollution, illegally parked cars everywhere and a total disregard for the comfort and safety of pedestrians and cyclists. It’s west Philly’s Main Street and should prioritize safe and vibrant street life over the convenience of drivers. I’ve lived here long enough to have heard of multiple “52nd Street revitalization” efforts— time to try something that has been proven to work, like safe and welcoming infrastructure for all road users, not just speeding drivers."

I know this because I ride my cycle on it on a regular basis and have seen dangerous actions by motorists including one case where I saw a car strike a pedestrian as the pedestrian was crossing the street legally. The current dangerous situation must be changed by modifying the Market Street layout as soon as possible."

Anything that can slow traffic and give more time to pedestrians before cars begin speeding through intersections will make this street safer for everyone whether they're walking, biking, or driving."

"Philadelphia is a city of people. Everyone needs to get around our wonderful city safely, and cars are only one way to get around- people also use SEPTA, walk, run, use a wheelchair, and bike. I support street improvements for everyone's safety."

-John O. 2 weeks, 6 days ago

"Vulnerable road users should not be getting hurt and killed on Market Street, one of Philadelphia's central corridors. Safe streets now!"

-Zachary L. 2 weeks, 6 days ago

"This area is so busy with students and workers walking around, there is really no excuse to have such a dangerous street. LPIs, hardened medians, and protected bike lanes are a no brainer."

-Kaley L. 2 weeks, 6 days ago

"West Market could be one of the most vibrant parts of the city, given how many people work and live in the area. Instead it feels like a dangerous place to be on foot"

-Zach H. 2 weeks, 6 days ago

"This is a common sense step that will save lives AND make Philadelphia a more inviting place for all who visit."

-Eugene G. 2 weeks, 6 days ago

"The city has allowed open season on pedestrian for far too long. I too have nearly lost my life while crossing the street, riding my bike, or trying to access public transit."

-Molly R. 2 weeks, 6 days ago

"I avoid West Market Street at all costs. I wish I didn't have to!"

-Clayton H. 2 weeks, 6 days ago

"I work at the Philly VA and commute almost entirely by biking. I see how drivers behave in that part of Philly and don’t want to feel like I’m taking my life into my hands just to get to work. I support a safer Market Street!"

-Sean N. 2 weeks, 6 days ago

"I bike commute across Market West daily and every day I witness speeding at unsafe speeds for urbane areas and every single week I witness red light running. People are going to keep getting killed here. A huge street redesign MUST be done. Keep us safe."

-Elizabeth L. 2 weeks, 6 days ago

"As a driver and a pedestrian and a parent, I find this section of Market street to be quite hazardous. I did not know that people were actually dying on the street just walking. Please do something."

"West Market is a hugely popular corridor for people walking and biking—it needs to be made safer to ensure our city thrives."

-Adrian V. 2 weeks, 6 days ago

"It's about safety. Cars are big and hard to steer. Please, I'm not motivated by the political banter but it does hurt to see people injured and dead when other cities have been able to do better for people."

-James R. 2 weeks, 6 days ago

"Market feels really dangerous both as a pedestrian and a cyclist, especially East of 46th where there is no concrete median. Slow cars with speed cushions and road narrowing."

-John B. 2 weeks, 6 days ago

"I'm a Drexel student, and thus I have to cross Market Street very often. The road is so dangerous and it's really annoying to cross, and I've had my fair share of nearly getting hit by a car. Currently by 30th there is construction in the middle of the street and it is so much easier to cross because of it. I wish we can have a more permanent version of a narrower Market street so myself and others have no chance of an injury while crossing."

"Make Market Street safer!"

-Thomas K. 2 weeks, 6 days ago
