Adding a complete bicycle lane circuit around Penn Square would unite bicycle lanes on Market, JFK, etc., and send a message that Philadelphia is a sanctuary for all travel modalities. Even more pressing, is the need for meaningful enforcement by Philadelphia Police and Parking Authority Officers of the existing, unprotected bicycle lanes. New loading zone signs very recently went up along Spruce street. However, this morning, PPA customer service stated that they were instructed not to enforce Spruce & Pine, from Front to 22nd, today, June 6 through Sunday, June 8th, with no explanation provided. This was confirmed by the 911 dispatcher, when I called to report a vehicle obstructing a bicycle lane, fire hydrant, and accessible curb cutout ramp at Spruce & Medley."
